LED lighting installation works at Transport Administration sites on the Saula–Kuivajõe section of the T-2 Tallinn–Tartu–Luhamaa road for the renovation of the road-lighting infrastructure in 2026

The bidder must confirm that neither the company nor its representatives or persons authorised to control or represent it have been finally convicted within the relevant five-year period, or remain subject to an exclusion obligation, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the illegal use of child labour or other forms of human trafficking. The bidder must not have unpaid taxes or social-security contributions in its country of establishment or, where relevant, in the contracting authority’s country. The notice specifies a threshold of EUR 0; under the applicable tax rules, a tax-debt certificate is generally not issued where the total debt managed by the same tax authority is below EUR 100 or payment has been deferred. The bidder must be able to provide evidence of payment or of a binding arrangement for payment, including applicable interest and late-payment charges. The bidder must not be bankrupt, in liquidation, subject to insolvency or bankruptcy proceedings, in an equivalent situation under its national law, or have assets administered by a liquidator or court. It must not have committed a serious breach of professional conduct or seriously or repeatedly breached an earlier public contract resulting in early termination, damages, a price reduction, a contractual penalty or a comparable sanction. The bidder must not have enabled an unlawfully present foreign national to work or breached the conditions for employing a foreign national, including by paying less than the statutory wage. It must not be an entity subject to an international or Estonian government sanction, and entering into the contract with it must not breach applicable sanctions. The bidder must also be entitled to submit a tender under the applicable restrictions based on its place of establishment or residence. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. Where an exclusion ground may apply, the bidder may provide evidence of remedial measures only where this is permitted by the applicable law or tender documents.

The bidder’s net turnover in the most recently completed financial year before the start of the procurement must be at least EUR 90,000. Joint bidders may aggregate their turnover. The bidder must submit turnover information and, at the contracting authority’s request, an extract from the latest annual report or other evidence of the turnover; this is not required from an Estonian legal entity where the information is publicly available in the relevant register. Within the 24 months preceding the start of the procurement, the bidder must have properly completed at least one contract for the installation of LED outdoor lighting, under which LED outdoor lights were installed with a value of at least EUR 30,000. At the contracting authority’s request, the bidder must provide confirmation from the client stating the contract term, the number of LED outdoor lights installed and that the contract was properly performed. If the bidder relies on another entity’s technical or professional capacity, it must identify that entity, submit a separate procurement passport for it and provide the required consent confirming its participation in the relevant part of contract performance. The bidder must confirm acceptance of all conditions in the contract notice and tender documents. The price schedule must be completed for every payment item in the required Excel file, in euros to two decimal places. The bidder may not change or delete the payment items, descriptions, parameters, units, quantities or other data specified by the contracting authority. For a joint tender, the joint bidders must provide the required power of attorney and separate procurement passports. The bidder must also provide information on authorised representatives not visible from the commercial register, or confirm that there are no such persons, and identify any trade secrets with reasons.
