Compliance requirements
A bidder may be excluded if the bidder or a person with management, supervisory or representative powers has a relevant final conviction within the previous five years, including for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour or other forms of human trafficking. Exclusion grounds also include unpaid taxes or social security contributions, enabling a person without a legal basis to stay in the country to work or breaching rules on the employment of foreign nationals, and a contract award that would breach an international or Estonian government sanction. Where legally applicable or provided for in the procurement documents, the bidder may submit evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
No specific financial-capacity, turnover, previous-experience or staff qualification thresholds are stated in the available documents. The bid must include a technical proposal using Annex 1 in Word format, showing how the offered products meet the technical requirements and, where necessary, confirming commitment to meet them. Submit the price using Annex 2 in Excel format and enter the total price excluding VAT in the procurement system’s pricing form, following its required structure. Prices must include all costs for delivery and unloading at Tartu University Hospital, L. Puusepa 8, Tartu, and must be final, with no additional charges. The bidder must also submit the participation declaration in Annex 4, Form II. Joint bidders must appoint an authorised representative and submit the power of attorney and confirmation of joint and several liability using Annex 4, Form I. The bidder must identify and justify any trade secrets; prices and other specified evaluation-related figures may not be designated as trade secrets. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
