The tender concerns the purchase of functional beds. The bidder must submit a technical bid, a product link or technical description of the beds, and demonstrate at least two comparable contracts completed during the last 36 months. The bid must meet environmental requirements concerning legally sourced wood, REACH substances, reparability, warranty coverage and spare parts.

Compliance requirements
The bidder must confirm that none of the exclusion grounds under § 95 subsections 1 and 4 of the Estonian Public Procurement Act apply. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions; a contract that would be void under § 7 subsection 1 of the International Sanctions Act will not be accepted.
The bidder must have performed at least 2 contracts comparable to the subject matter of the procurement during the last 36 months. The contracts must concern functional beds used in inpatient nursing care or by providers of social welfare services. The bidder must submit an overview of the completed contracts.
The bid must include the completed technical bid table, a link to the offered product or a technical description of the beds, and any required explanations and evidence of equivalence. The bidder must use only legally sourced wood and provide evidence of its origin upon delivery, such as an FSC certificate or a FLEGT or CITES licence. The bidder must declare REACH candidate substances exceeding 0.1% by mass and provide evidence of their presence or absence upon delivery.
The beds must be capable of being dismantled with hand tools and their parts replaced by an untrained person. Dismantling and repair instructions must be supplied with the beds. A warranty of at least 2 years, or the longer period required in the compliance conditions, must apply from delivery and cover repairs and a replacement product during warranty repairs without additional charges. Spare parts or functionally equivalent components must be available for at least 2 years after delivery. A conditional bid is not permitted, and the bid price must be submitted in the required pricing structure.
