Compliance requirements

The successful bidder must not be subject to any exclusion grounds specified in Section 95(1) of the Estonian Public Procurement Act when the contract is awarded. The bidder must provide a confirmation to this effect.

Qualification criteria and exclusion grounds

The machine-readable procurement passport does not specify separate qualification or suitability criteria. During contract performance, the service team must include a qualified engineer or technician trained by the manufacturer to maintain and repair the proposed device. Where necessary, equivalence must be explained and supporting evidence provided. The tender must identify any information claimed as a trade secret and provide the justification; the tender price and impermissible numerical indicators characterising the tender may not be classified as trade secrets.
