Compliance requirements

The tender passport asks bidders to declare whether exclusion grounds apply to the bidder or relevant representatives. These include convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking; unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, creditor arrangements or suspended business activity; serious professional misconduct; agreements that distort competition; conflicts of interest or involvement in preparing the procurement; serious or repeated breaches of previous contracts; false statements, withheld information or failure to provide requested documents; and attempts to improperly influence the procurement or obtain confidential information. Qualification criteria and exclusion grounds

The bidder must have completed, as the main contractor during the 36 months preceding publication of the contract notice, at least one design project for a similar building with a closed net floor area exceeding 2,000 m². The project must have concerned reconstruction or a new building, reached at least the detailed design stage, and had a value of at least EUR 30,000 excluding VAT. Similar buildings include residential, office, entertainment, museum and library, educational and research, hospital and other treatment buildings. The bidder must provide the contract period, value, floor area, building use, client details and the client representative’s contact details; for a public contract, include its reference number. The project team must include a project manager with at least EQF level 7 qualification as a chartered civil engineer specialising in building construction or the preparation or management of building design, or as an authorised architect at level 7, or an equivalent qualification. Provide the person’s name, qualification and supporting document number, issue date and issuer. If the qualification was obtained outside Estonia, submit supporting evidence with an Estonian translation. At the contracting authority’s request, the successful bidder must submit the project manager’s signed CV using the form specified in the tender documents. The bid must comply with the tender documents and their required pricing structure; conditional bids are not permitted. The bidder’s representative must attend a site visit and sign the site visit record. For a joint bid, submit the joint bidders’ power of attorney. If relying on another entity’s resources to meet qualification requirements, submit that entity’s consent to participate in contract performance.
