Compliance requirements
The bidder must not have overdue national tax, payment or environmental-charge debt of EUR 100 or more as at the tender submission deadline. An officially deferred debt is not treated as overdue if payments are being made according to the approved schedule. The contracting authority will generally verify this through public records; a foreign bidder must submit a certificate from the competent authority of its country, issued no more than 30 days before the tender deadline, or an explanation and confirmation if such a certificate is unavailable.
The bidder must have submitted all annual accounts whose filing deadlines have passed by the tender deadline. This is normally checked through the commercial register. A foreign bidder must submit equivalent evidence or, where filing is not mandatory or evidence is unavailable, an explanation and its latest approved annual accounts.
The bidder must not be bankrupt, in liquidation, subject to suspended business activity or undergoing bankruptcy or liquidation proceedings, and must not be subject to compulsory dissolution or a warning of deletion from the register. A foreign bidder must provide equivalent official evidence or its own confirmation where such evidence is unavailable.
Qualification criteria and exclusion grounds
The bidder must have at least one site manager with a valid construction qualification of at least level 6, covering general construction or construction management, or an equivalent qualification. The qualification must be valid when the tender is submitted and throughout contract performance. Within the 60 months preceding publication of the contract notice, the site manager must have managed construction works, as a site manager or in an equivalent role, on at least one properly completed and handed-over building project with a closed gross floor area of at least 700 m². The reference must concern either a production building or warehouse, or a building with a steel frame and sandwich-panel external envelopes. The bidder must provide the site manager’s name, qualification certificate number and detailed reference information, including the project, address, use or structural description, area, role, works period and client contact details.
Within the same preceding 60-month period, the bidder must have properly completed and handed over at least one construction contract worth at least EUR 200,000 excluding VAT for the construction, erection or extension of a building. The reference contract must meet the same production-building, warehouse or steel-frame and sandwich-panel condition. The bidder must provide the contract description, project details, value excluding VAT, performance period and client contact details. The same project may be used for both requirements if the bidder was the contractor. Reliance on another entity’s resources is permitted only if that entity provides a written commitment and participates in contract performance in the relevant role.
The tender must include the completed price offer form without changing its structure or formulas. The bidder may adjust indicative quantities but bears the full quantity risk; the total in the form must match the total submitted in the procurement system. The price must include all works, materials, equipment, services and incidental costs necessary for completion, as well as working and product drawings and their approval. Equivalent products or solutions may be offered, but their technical information must be submitted; fire-rated structures require a declaration of performance or test report. The bidder must submit a preliminary schedule covering drawings, production, delivery, construction stages, access by separately procured-work contractors and handover. The offer must account for sequential construction of the two extensions, the continuing production activity and the stated deadlines. The bidder must accept the draft contract, confirm readiness to provide the contract-performance and warranty-period guarantees and the required construction all-risk and liability insurance, and keep the offer valid for at least 90 days. The site is handed over on 1 April 2027, drawings must be coordinated by 26 March 2027, and the works must be handed over by 30 September 2027. The warranty period is 36 months.
