Compliance requirements
The exclusion grounds cover final convictions within the last five years of the bidder or persons authorised to represent, manage or control it for offences including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, child labour and human trafficking. Other grounds include breaches of tax or social security payment obligations; environmental, social or labour law violations; bankruptcy, insolvency, liquidation or suspension of business; serious professional misconduct; anti-competitive agreements; conflicts of interest or involvement in preparing the procurement that cannot otherwise be remedied; significant or repeated breaches of earlier contracts; false or withheld information, failure to provide requested documents or attempts to obtain confidential information improperly. National grounds also cover enabling an unlawfully present foreign national to work, international sanctions and tax offences. The notice states that a tax debt of less than EUR 100, or a tax debt whose payment has been rescheduled, is subject to the stated exception.
Qualification criteria and exclusion grounds
The bidder must have had a net annual turnover of at least EUR 300,000 in the field related to the contract in each of the last three completed financial years. Turnover must be reported for 2023, 2024 and 2025, or for the corresponding financial years if the bidder's financial year differs from the calendar year. On request, the bidder must substantiate this with the relevant annual report or a digitally signed confirmation from the person responsible for its accounting. During the 60 months before the contract notice was published, the bidder must have completed at least three contracts involving comparable building works: general interior construction or renovation, installation of a new electrical system, or building services systems. The works must have been completed in accordance with the contract and good practice; on request, provide client-issued evidence. The bidder must confirm that it holds an economic activity notice for construction. The offer must comply with the procurement documents, conditional offers are not permitted, and the price must follow the prescribed pricing-table structure. The bidder must visit the site before submitting its offer. Any information claimed as a trade secret must be identified and justified; the offer price and other specified evaluation-related figures may not be marked as trade secrets.
