Qualification criteria and exclusion grounds
The bidder must have properly performed at least three contracts in the five years preceding publication of the procurement, each involving the design and construction of electrical installations. For each contract, provide its description, signing and completion dates, value, and the other contracting party’s name, email address and telephone number; provide the procurement reference number if it was a public procurement. Evidence of proper performance must be supplied on request.
The team must include:
- An object or project manager holding an Electrical Works Class B competency certificate or an Electrical Works professional certificate at level 6 or equivalent.
- An electrical systems designer holding an Electrical Works Class B competency certificate with design rights, or an Electrical Works professional certificate at level 6 or equivalent, and at least three electrical installation design assignments for construction and/or renovation works during the 60 months preceding the start of the procurement. Provide the specialist’s qualification details, evidence of the required experience, descriptions of the work and the client contact’s details.
Submit the price using the prescribed structure and the completed price form (Appendix 3). Conditional bids are not permitted. If bidding jointly, appoint an authorised representative and include the power of attorney. Identify any claimed trade secrets and explain why they qualify as such; the bid price and other specified evaluation-related figures may not be classified as trade secrets. Where an equivalent solution is offered, explain the equivalence and provide supporting evidence.
