Compliance requirements
The tenderer must confirm that none of the applicable exclusion grounds apply. These include final convictions for participation in a criminal organisation, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking, and corruption. The tenderer must also have no outstanding tax or social security payment obligations, environmental, social or labour-law violations, bankruptcy or insolvency proceedings, liquidation, suspended business activities, serious professional misconduct, competition-distorting agreements, unresolved conflicts of interest, improper involvement in preparing the procurement, serious breaches of previous contracts, or false, misleading or withheld information in procurement procedures. The tenderer must additionally comply with the national exclusion grounds concerning unlawful employment of foreign nationals, international sanctions, tax offences and any applicable local tax debt. Where permitted, evidence of remedial measures may be submitted to demonstrate reliability. The tenderer must also confirm compliance with the restrictions on using certain Russian-linked subcontractors or suppliers for more than 10% of the contract value.
Qualification criteria and exclusion grounds
The tenderer's total turnover in the last completed financial year must be at least EUR 50,000. The tenderer must hold professional liability insurance with coverage of at least EUR 70,000 and submit a copy of the insurance contract, or a confirmation from the insurer that the contract will be concluded on those terms before the procurement contract is signed if the tenderer is successful. The tenderer must have provided or be providing, during the 36 months preceding the start of the procurement, maintenance services comparable in nature and volume to the services covered by this procurement at least once. The tenderer must submit a list of at least one such contract, including its value, conclusion date and the contracting party's contact details. The required turnover, insurance and experience information must be provided in the ESPD. The tenderer must have the registrations and professional qualifications required by law, the technical specification and its annexes, and must provide supporting explanations or documents upon request. Participation requires a mandatory site visit on 28 September 2026 at 12:15; a tenderer that has not visited the site as required will have its tender rejected. The tender must be unconditional, complete and compliant with the procurement documents. The tenderer must submit the required price information for the 32-month service period and the completed Annex 3 price form. Before service delivery begins, staff must be trained on environmental aspects of cleaning, including correct dilution and dosing of cleaning agents, wastewater disposal and separate waste collection, with evidence of the training submitted afterwards. The tenderer must provide lists and supporting evidence for the hand soap and tissue products to be supplied: hand soap must meet the applicable EU ecolabel criteria, and tissue products must comply with EN ISO 14024 Type I ecolabel requirements or an equivalent European standard. Ecolabel certificates or, where no ecolabel exists, conformity audits by a conformity assessment body or an impartial auditor may be used as evidence. Any proposed equivalence must be explained and supported by evidence.
