The bidder must confirm that none of the exclusion grounds under Section 95(1) of the Estonian Public Procurement Act apply. Before the contract is signed, the successful bidder must provide the relevant evidence if the contracting authority cannot obtain it free of charge from public registers. The bidder must confirm that no person involved directly or indirectly in preparing the procurement, and having access to information that could create a competitive advantage, participated in preparing the tender. There must also be no conflict of interest, including for team members. The bidder must not be subject to insolvency or liquidation proceedings, and must not have significant previous public contract breaches that resulted in early termination, withdrawal from a contract, a price reduction, compensation for damage or a contractual penalty. The bidder must also comply with any participation restrictions set out in the tender documents based on the undertaking’s place of residence or establishment. Where an exclusion ground exists, the contracting authority may in certain cases request a reasoned explanation, and the bidder may provide evidence of remedial measures taken to restore its reliability.

The trainer must hold at least second-cycle higher education, namely a master’s degree or equivalent qualification, and a long-term coaching training certificate complying with International Coaching Federation standards. During the last five years, the trainer must have delivered at least three continuing education courses with equivalent content. An equivalent course must concern a coaching approach in counselling, comprise at least six academic hours and comply with the Estonian Adult Education Act. The trainer must also have at least two years of practical experience as a coach during the last five years, as well as practical experience in child protection or in related training, supervision, coaching or development projects, or other substantive experience working with children, families or child-protection professionals. If several trainers are used, these requirements apply to each trainer. The bidder must submit a signed tender using the prescribed form, including a description of the training team, education and experience details, the training price and the training programme. The programme must reflect the draft curriculum and the technical description and must set out the time allocated to the main topics, the learning methods, the intended learning outcomes, and the methods and criteria for assessing those outcomes. The bidder must provide evidence of the trainer’s education and the ICF-compliant training certificate. The bidder must confirm compliance with the tender documents, use the required price-sheet structure and, where necessary, provide explanations and evidence of equivalence. In the case of a joint tender, a power of attorney for the joint tenderers must be included. Conditional tenders are not permitted. The bidder must identify and justify any trade secret; the tender price and relevant numerical indicators describing the tender in relation to the award criteria may not be classified as trade secrets. During contract performance, environmentally responsible working methods must be preferred, including online meetings, avoiding unnecessary printing and excessive digital file sizes, and deleting unnecessary digital materials after completion of the contract.
