The bidder must declare whether it or its representatives have relevant final convictions, including for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. Declarations also cover tax and social security contribution obligations; breaches of environmental, social or labour law; bankruptcy, insolvency, liquidation, creditor arrangements or suspended business activities; serious professional misconduct; anti-competitive agreements; conflicts of interest or involvement in preparing the procurement; serious failures under previous contracts; false or omitted information, failure to provide requested documents, or improper attempts to obtain confidential information. National grounds include enabling an unlawfully present foreign national to work, being subject to international sanctions, and certain tax offences. The bidder must declare whether any such grounds apply and may, where permitted, describe measures taken to restore its reliability. For Part 1, the bidder must have properly completed at least one gravity sewer or stormwater pipeline construction project during the 60 months preceding the procurement, involving a pipe with a diameter of at least De 200 mm and a pipeline at least 100 m long. For Part 2, the corresponding minimum pipeline length is 200 m. For each relevant reference, provide a description stating the project name, installed pipeline quantity and location, client details, completion period, and confirmation that the work was completed properly and in accordance with good construction practice. At the contracting authority’s request, provide client confirmation letters showing the contract subject, procurement reference number where applicable, client name, and completion period. The authority encourages bidders to include these letters with the bid; they are not required where the client was Tartu Rural Municipality Government. The bid must meet the tender documents, and conditional bids are not permitted. Submit the relevant cost schedule: Form 1 for Mõisanurme or Form 2 for Keskuse tee. If submitting a joint bid, appoint an authorised representative and include the joint bidders’ power of attorney. Identify and justify any trade secrets; the bid price and price components, as well as figures used in bid evaluation, may not be classified as trade secrets. Confirm that the bid meets the requirements and provide evidence of equivalence where applicable. The bidder must also confirm that it will not use a subcontractor who would have to be replaced under the stated legal provisions.
