Compliance requirements
The bidder must not have grounds for exclusion relating to unpaid taxes or social security contributions. It must not be bankrupt, in liquidation, undergoing reorganisation, or in another comparable situation that constitutes a legal ground for exclusion. It must also be free of serious professional misconduct and significant or repeated breaches of previous contracts that could call its reliability or ability to perform the contract into question. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions; an offer that would result in a contract being void under the applicable sanctions law will be rejected.
Qualification criteria and exclusion grounds
The bidder must provide evidence that, during the last three years, it has successfully supplied and commissioned at least two automatic shot-blasting lines of comparable technical complexity, or similar industrial surface-treatment lines. For each reference, provide the customer’s name, delivery year, a brief equipment description, approximate capacity or output, and a customer contact’s name and contact details.
The offered equipment must have been manufactured in a European Economic Area (EEA) member state or Switzerland. The bidder must be the manufacturer or provide manufacturer-issued proof of its resale authorisation. The bidder must confirm that maintenance engineers are available in Estonia and respond to enquiries within 24 hours. Spare parts must be stocked in EEA countries to enable delivery of standard components within 72 hours. Spare parts and consumables must be available for at least five years after delivery.
The bidder must submit its price in the structure specified in the pricing schedule and include a technical offer/specification confirming compliance with all mandatory technical requirements. Any claimed equivalence must be explained and supported with evidence. The offered equipment must be capable of processing round tubes with a diameter of at least 610 mm; structures with a cross-section of up to 400 × 1,200 mm; items up to 30,000 mm long, with 95% of output up to 24,000 mm; and material weighing up to 400 kg/m. Tube wall thickness must be 3–10 mm and sheet material thickness 4–30 mm. The processed surface must achieve at least Sa 2.5 under ISO 8501-1. Operating parameters, including conveyor speed and blasting intensity, must be adjustable, and cleaning-brush height must adjust automatically.
The equipment must include infeed and outfeed roller conveyors, each with a 20 m driven section, and be capable of processing products up to 30 m long. The roller conveyors must be no more than 50 cm above floor level. The equipment must provide automatic abrasive circulation and dust extraction with HEPA filters that allow air to be returned to the workshop. A warranty of at least 24 months must run from installation, commissioning and the buyer’s final acceptance. Delivery, installation, testing, commissioning and handover at the buyer’s site must be completed by 18 June 2027.
