Interior Architecture Design Contest for the Youth Area of the Central Library

Summary

This is a public one-stage design contest for an interior architectural concept for a youth area in Tallinn Central Library. The concept covers former pub premises of 167.3 m² and an existing 61 m² computer classroom, connecting them with the current library spaces. The winning participant is expected to enter into a design contract for the interior architecture and building services projects in accordance with EVS 932:2017. Compliance requirements

The bidder must not be subject to any exclusion grounds. The checks cover, among other matters, final convictions during the last five years or an ongoing exclusion obligation for participation in a criminal organisation, corruption, fraud, terrorist offences or terrorism-related offences, money laundering or terrorist financing, and illegal use of child labour or human trafficking-related offences. The bidder must also have fulfilled its tax and social security payment obligations. Exclusion may additionally arise from enabling an unlawfully staying foreign national to work or breaching the conditions for employing a foreign national in Estonia, or from awarding the contract to a subject of an international or Estonian sanction. The bidder must provide the declarations required in the ESPD and, where necessary, supporting evidence. Where an exclusion ground exists, evidence of remedial measures restoring reliability may be submitted in circumstances permitted by law. The exact bidder-specific answers and evidence must be checked in the ESPD and tender documents.

Qualification criteria and exclusion grounds

The participant must submit the completed author information form (Form 1), participation application (Form 2), and an electronic concept design complying with the contest requirements through the procurement system. The application must confirm acceptance of the contest rules, possession of the copyrights needed to implement the work, willingness to conclude the design contract if the concept wins, and that neither the participant nor close relatives are members of the jury or qualification committee. The concept author, or at least one member of the author team, must hold an authorised interior architect qualification at level 7 or higher and a heritage protection activity licence. Copies of the relevant qualification certificate and licence evidence must be submitted. Where several participants apply jointly, they must appoint a common representative and submit the power of attorney and confirmation of joint and several liability required by Form 3 for the entire contest and design contract period. A person signing on behalf of a legal entity must have authority to represent it. If the representative is not listed on the register card, Form 4 must be submitted; a foreign legal entity must provide an equivalent document proving representation authority. The winner must be prepared to conclude a design contract with a total price of EUR 23,940, excluding VAT, for the design work based on the concept and construction-period author supervision. The confirmation required by Form 5 must be submitted.
