Compliance requirements
The seller will exclude a bidder with outstanding public tax or social security contributions under the applicable rules. The seller may also exclude a bidder that has materially breached a contract with the seller during the previous 12 months. Following a background check, the seller may decline to award the contract to a bidder with significant tax debt, payment defaults, bankruptcy or restructuring proceedings, or other circumstances that could affect proper contract performance.
Qualification criteria and exclusion grounds
The bidder must submit a valid waste permit covering the collection and transport of metal waste to the intended destination, including the relevant region or regions. If subcontractors are used, the bidder must provide their details and confirmation of their consent to perform the subcontracted work. The seller may check the bidder’s financial standing, payment history and background using publicly available sources; a fact report must also be submitted.
The bid must state a unit price in euros per tonne and a total price excluding VAT. The price must cover the scrap metal and all costs of processing, loading, transport, weighing, waste handling and disposal, and site restoration. Payment is 100% in advance, within 7 calendar days of the advance invoice; the material may be removed only after payment is received. Conditional bids are not permitted, and each bidder may submit only one bid. The highest total price offered is the award criterion.
