Maintenance works for heating systems and heat substations

The bidder must confirm that it is not subject to exclusion grounds relating to final criminal convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour and other forms of human trafficking. The bidder and its representatives must also not have relevant tax or social security payment arrears, breaches of environmental, social or labour law, bankruptcy or insolvency proceedings, liquidation, suspension of business, serious professional misconduct, competition-distorting agreements, conflicts of interest, or improper involvement in the preparation of the procurement. The bidder must not have seriously or repeatedly breached previous public contracts, resulting in early termination, damages, price reduction or penalties, and must not have submitted false or misleading information, withheld required information, failed to provide requested documents, or sought confidential information improperly. National exclusion grounds also cover enabling unlawful employment of foreign nationals, being subject to international sanctions, and certain convictions for tax offences. Where an exclusion ground applies, the bidder may in the cases permitted by law or the tender documents provide evidence of remedial measures restoring its reliability. The bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals, residents or entities established in Russia, are more than 50% directly or indirectly owned by such persons or entities, or act as their representatives or under their instructions.

The bidder must have experience providing similar services for at least 24 consecutive calendar months during the 36 calendar months preceding the tender submission deadline, to at least one client. Similar services include maintenance, repair and construction works for heating systems and heat substations. At least one completed or performed service contract must be described, including its value, period, the bidder’s area of responsibility, the client and the client’s contact details. The bidder must submit a bid that complies with the tender documents. A conditional bid is not permitted. The required price schedule must be submitted. Where the tender documents refer to a standard, technical specification, brand, origin, process, label or other specified basis, an equivalent solution may be offered, but the bidder must explain the equivalence and provide supporting evidence where necessary. For a joint bid, the bidders must appoint an authorised representative and submit the relevant power of attorney.
