Joint procurement "Ordering travel management services"

The bidder must confirm that neither the company nor its representatives or controlling persons is subject to exclusion grounds, including final convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm compliance with tax and social security payment obligations, environmental, social and labour law obligations, and the absence of bankruptcy, insolvency, liquidation, creditor agreements, suspended business activity, serious professional misconduct, anti-competitive agreements, conflicts of interest, improper involvement in preparing the procurement, serious previous contract breaches or misleading and incomplete information. The bidder must additionally confirm that entering into the contract would not breach international or national sanctions, including the relevant national grounds concerning illegal employment of foreign nationals, sanctioned persons and tax offences. Where applicable, the bidder must provide details of the relevant persons, circumstances and available evidence. The contracting authority may request additional evidence, and any self-cleaning measures may be described where permitted.

The bidder must have completed at least one travel management services contract during the 36 months preceding the publication of the contract notice. The contract must have had a value of at least EUR 300,000 excluding VAT. The bidder must provide the contract description, value, dates, contracting authority and contact details, and other information required to verify the experience. The bidder must have access to a web-based booking system available in Estonian or English and must describe its functionality. The bidder must have or have the right to use a web-based reporting system covering travel services ordered by each contracting authority, including costs by traveller, airline, destination and service, and must provide an overview of that system. The bidder must provide CO2 data on request, based on information from the transport service provider and the Greenhouse Gas Protocol or an equivalent methodology or standard. During framework agreement performance, the bidder must ensure at least two Estonian-speaking, IATA-accredited travel consultants with a CTC diploma or an equivalent qualification and at least three years of travel consultant experience. CVs, qualification documents or equivalent certificates and the required experience form must be submitted. The bidder must ensure continuous rights to issue airline tickets throughout the contract period and provide evidence such as an IATA certificate or equivalent, including a certificate number and verification link where applicable. The bidder must describe measures ensuring that the contracting authority's employee does not need to use a personal credit card as an additional guarantee. The tender must comply with all procurement documents, be unconditional, follow the required price structure and include explanations and evidence of equivalence where relevant. A joint tender requires a power of attorney for the authorised representative, and a separate power of attorney is required if the tender is signed by a person not registered as having legal representation rights. The bidder must also submit the required confirmations concerning representatives, subcontractors and suppliers, including the restriction that sanctioned Russian persons or entities may not perform more than 10% of the contract value through subcontracting or supply arrangements.
