Preparation of the construction design for Rahu Street, Spordi Street, Spordi põik Street and Metsa põik Street in Tapa

The bidder must confirm that neither the bidder nor its management or supervisory board members, procurists, or persons authorized to represent, make decisions for or control the bidder have received a final conviction within the last five years for participation in a criminal organization, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, unlawful use of child labour, or trafficking-related offences. Exclusion may also apply where taxes or social security contributions have not been paid, where an illegally staying foreign national has been allowed to work or the conditions for a foreign national’s employment in Estonia have been breached, or where awarding the contract would violate an international or Estonian sanction. Tax and social security obligations must have been fulfilled, or a binding repayment agreement must have been concluded. Where legally permitted or provided for in the procurement documents, a bidder affected by an exclusion ground may submit evidence of measures taken to restore its reliability. The required explanations and evidence must be provided where applicable.

Within the 36 months preceding the start of the procurement, the bidder must have completed and handed over to the clients at least two main designs for the construction or reconstruction of a road or street. Each project must have had a value of at least EUR 10,000 excluding VAT. The bid must include descriptions of the projects, their values, implementation periods, client details and other required contact or evidence information. The specialist responsible for design must hold at least a level 7 professional qualification as a diplomated road engineer, specializing in roads with the design work component. The bidder must provide the specialist’s name, position, qualifications and experience, together with qualification evidence.
