Development and Maintenance of Social Protection Service Information Systems

The bidder must confirm that neither the company nor its relevant representatives have been finally convicted within the last five years, or remain subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm that it has not breached tax or social-security payment obligations. Exclusion may also apply in cases of environmental, social or labour-law breaches; bankruptcy, insolvency, liquidation or comparable financial proceedings; an arrangement with creditors; administration of assets by a liquidator or court; suspended business activity; serious professional misconduct; agreements intended to distort competition; an unavoidable conflict of interest; involvement in preparing the procurement that creates an unavoidable competitive advantage; serious or repeated failures under previous public contracts resulting in early termination, damages or comparable sanctions; or false, withheld or misleading information, failure to provide required documents, or attempts to obtain confidential information or improperly influence the contracting authority. The bidder must not have been convicted of enabling an unlawfully staying foreign national to work or of paying less than the statutory wage. The bidder must confirm that concluding the contract would not breach an international or national sanction and that its registered or permanent establishment is not in Russia or Belarus. The bidder must not use Russian citizens, residents or entities, or entities owned or controlled by them, for more than 10% of the contract value as subcontractors or suppliers. The bidder must provide the required confirmations and supporting information; where an exclusion ground applies, any permitted evidence of measures restoring reliability must also be submitted.

The bidder’s average annual net turnover for the last three completed financial years, 2023–2025, must be at least EUR 4,000,000 for each lot covered by the bid. If the bidder submits a bid for several lots, the minimum turnover requirement is multiplied by the number of lots included. The contracting authority will verify this requirement for the successful bidder and may request extracts or other evidence if the information is not publicly and freely available from a register. The bidder must submit the required team information form and ensure that the proposed team meets the requirements set out in the document on bidder team and team-member data. The bidder must also submit the prescribed preference ranking for becoming the domain owner. For Lot 1, a sample assignment must be submitted in accordance with the relevant sample-work and award-criteria document. For Lot 2, the bidder must submit the sample-work file or the required alternative link or explanation. For Lot 3 and Lot 4, the relevant sample work must be submitted in accordance with the applicable procurement document. The bid must be unconditional and comply with all procurement documents. Any proposed equivalent solution must be explained and supported by evidence where required. The bidder must provide the authorised persons’ names and personal identification details, or confirm that there are no such persons, together with the contract signatory’s details and the contract-performance contact’s name, identification details, position, telephone number and email address. Joint bidders must submit an authorisation for their representative. The bidder must also indicate and justify any business secrets, without classifying the bid price or other prohibited evaluation-related figures as business secrets.
