Compliance requirements
The tender documents include the standard exclusion grounds from the ESPD: participation in a criminal organisation, corruption, fraud, terrorist offences and related offences, money laundering, child labour and human trafficking, and other mandatory exclusion grounds under the Public Procurement Act. If an exclusion ground exists, the bidder may be allowed to prove self-cleaning measures where the law or tender documents permit it. The machine-readable notice did not provide the full list in a concise form, so the official tender documents should be checked for the exact grounds and any recovery/self-cleaning rules.
Qualification criteria and exclusion grounds
The bidder must have an average annual turnover of at least EUR 70,000 for the period 1 January 2023 to 31 December 2025. For technical and professional capacity, the bidder must show that during the 60 months before the start of the procurement it has completed at least 2 similar design contracts, and within those contracts it has designed at least 2 complete wastewater treatment plant solutions or major parts of them at preliminary or detailed design level; for one treatment plant the designed pollution load must be at least 10,000 population equivalents. The bidder may rely on its own, joint bidder and/or subcontractor references. The bid must also comply with the tender documents, including the required declarations on sanctions, joint bidding, trade secrets, non-use of disqualifying subcontractors, bid compliance, pricing structure and equivalence.
