Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

A bidder may be excluded if the bidder or a person authorised to represent, manage or control it has a final conviction, within the previous five years or while an exclusion period remains in force, for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour or human trafficking. The bidder may provide evidence of remedial measures to restore its reliability where that possibility applies. Exclusion may also follow from unpaid taxes or social security contributions under the applicable rules. In Estonia, a tax-debt certificate is not issued where the relevant debt is under EUR 100 (excluding interest not established by an administrative act) or payment has been deferred; foreign bidders are assessed under the rules of their country of establishment. A bidder may also be excluded for a substantial or persistent breach of a previous public contract that led to early termination, a price reduction, damages or a contractual penalty. National grounds include enabling the unlawful employment of a foreign national, including paying less than the statutory wage rate, contracting in breach of applicable international or Estonian sanctions, or lacking the right to submit a bid under a restriction based on the bidder’s place of residence or establishment.

Qualification criteria and exclusion grounds

Bidders must provide the service management and organisation plan (Form I), a risk analysis and emergency action plan including arrangements for working hours in a crisis (Form II), a forecast activity-volume plan (Form III), and a monthly budget (Form IV). The budget must match the monthly price specified for the relevant lot and include all costs of delivering the activities, including staff salaries and related taxes. The bid must also include the contract contact person’s name, telephone number, email address and role, and details of company representatives authorised to act on its behalf who are not listed in the commercial register. Conditional bids are not permitted; submission confirms acceptance of the tender-document requirements. A joint bid must include an authorisation appointing a representative from among the joint bidders. Bidders must identify any claimed trade secrets and explain the designation; prices and other specified evaluation-related figures may not be classified as trade secrets. The bidder must provide suitable premises from the start of service delivery and confirm their availability. The premises must meet the requirements in section 5.3 of the technical description; a description may be provided in Form I. The service manager must have at least secondary or vocational secondary education and prior social-sector work experience, supported by an education document or reference. The manager must also have completed project-management training or have at least two years of prior management experience. Each support worker must have at least basic education and have completed support-worker training or have two years of prior social-sector work experience. CVs and the prescribed team-member form must provide enough information to verify these requirements. Team members must be able to communicate clearly and professionally with clients and cooperation partners in Estonian and/or Russian. Support workers must be legally competent adults aged 18 or over and have no valid criminal record. One full-time support worker is recommended to serve no more than 25 active clients per month. A manager may also perform support-worker duties, and vice versa, if qualified. Foreign-issued professional certificates must be accompanied by a copy; certain foreign education documents must be legalised or apostilled unless an applicable treaty provides otherwise. The bidder must confirm that it will not use, for more than 10% of the contract value, subcontractors or suppliers that are Russian nationals, residents or entities established in Russia; are more than 50% directly or indirectly owned by such persons or entities; or act as their representatives or on their instructions. This restriction applies to procurements at or above the international threshold. The service plan is assessed under the evaluation methodology; the extracted text does not specify its scoring details.
