Operating lease of convoy vehicles for prisons

The bidder must confirm in the procurement passport that the bidder, its management or supervisory body members, procurists and other persons authorized to represent or control it have not, during the last five years, been finally convicted of participation in a criminal organization, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or other forms of human trafficking. Where relevant, the bidder must provide details of the conviction and describe measures taken to restore its reliability. Exclusion may also apply where taxes or social security contributions have not been paid; the stated threshold for tax and social security debt is EUR 0. Other possible grounds include bankruptcy, liquidation or insolvency proceedings, an agreement with creditors, suspended business activities, serious professional misconduct, anti-competitive agreements, a conflict of interest and serious breaches of previous public contracts. The bidder must not have submitted false information, failed to provide required information or documents, or attempted improperly to influence the contracting authority's decisions. Breaches of environmental, social or labour-law obligations may also lead to exclusion. National exclusion grounds may apply in relation to enabling an unlawfully staying foreign national to work, international sanctions, tax offences or restrictions on participation in public procurement. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. The bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value where they are Russian citizens, residents or entities established in Russia, entities directly or indirectly more than 50% owned by such persons or entities, or representatives of, or persons acting on the instructions of, those persons or entities.

The machine-readable procurement passport does not specify separate precise turnover, previous experience or staffing qualification requirements. The bidder must nevertheless submit a compliant tender and all documents required by the compliance conditions. - The tender must accept all conditions in the procurement documents; conditional tenders are not permitted. - For each lot, the bidder must submit the manufacturer's official technical documentation or a technical data sheet showing the vehicle's technical characteristics and compliance with the technical specification. - Service-point information must be submitted using the contracting authority's form. Compliant maintenance, repair and warranty services must be available at at least one point within 20 km of Linnaaru tee 5 in Soodevahe and Turu 56 in Tartu, and at least one point within 80 km of Ülesõidu 1 in Jõhvi. The names, registration numbers and addresses of the service providers must be given. - The vehicle technical requirements and tender form must be completed, and the general insurance terms must be submitted. Additional evidence or explanations must be added where necessary. - For each lot, the bidder must provide a vehicle conversion description containing at least a preliminary design or drawing, a list of conversion materials and a list of installed additional and electronic equipment. - The tender price must follow the structure specified by the contracting authority. In a joint tender, a power of attorney for the joint bidders must be included, together with the names and personal identification codes of authorized management or representative persons not visible in the commercial register, or a confirmation that no such persons exist. - If the tender uses an equivalent standard, technical solution or other equivalent requirement, the equivalence must be explained and supported by evidence. - Tenders may be submitted for up to two lots, and contracts may be awarded to one bidder for up to two lots.
