Compliance requirements

The bidder and its management body members must not have been finally convicted in the last 5 years for participation in a criminal organisation, corruption, fraud or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm information on payment of taxes and social security contributions and, where required, provide electronic evidence. The tender documents also require that the bidder does not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens, residents or undertakings established in the Russian Federation, or persons or entities owned or controlled by them; otherwise the bid may be rejected because the contract would be void.

Qualification criteria and exclusion grounds

The bidder must submit a confirmation of bid compliance together with the completed price form and technical specification form. The bid must include a list of the equipment, accessories, software and licences, technical descriptions and manufacturer documentation that allow the contracting authority to verify compliance. The bidder must also provide information on the frequency of routine maintenance, the work to be carried out and the time required for maintenance, as well as a list of maintenance consumables, spare parts and expendables with their prices. The bidder must submit a manufacturer-issued document or copy proving that it is the official representative and/or official distributor of the offered products. The team must include at least two medical technology specialists from handover of the equipment until the end of the period referred to in point 6.3 of the special terms of the framework agreement; they must have at least 3 years of experience in equipment maintenance and repair and manufacturer training for the offered equipment. The bidder must also provide the specialists’ details and the manufacturer’s confirmation of the training or its willingness to train the bidder’s specialists. In addition, the bidder must confirm that the bid complies with the procurement documents and, where necessary, that equivalence has been explained and supporting evidence attached.
