Compliance requirements
The bidder may be excluded for relevant convictions within the previous five years involving the bidder or its management, supervisory or representative persons, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. Other grounds include unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, arrangements with creditors, suspended business or comparable circumstances; serious professional misconduct; anti-competitive agreements; an unmanageable conflict of interest; involvement in preparing the procurement that gives an unfair advantage which cannot otherwise be addressed; serious or repeated failure under a previous contract resulting in early termination, damages, price reduction or penalties; and providing false or misleading information, withholding required information or documents, or improperly obtaining confidential information. Domestic grounds also include enabling unlawful employment of a foreign national, being subject to applicable international sanctions, convictions for tax offences, and local tax debt where that ground applies. Where permitted for the procurement, a bidder may submit evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
The following requirements apply to the relevant lots:
- Lot 1: The bidder must have properly completed at least one road and street maintenance contract in the 36 months preceding the start of the procurement, worth at least EUR 1,200,000 excluding VAT. Provide the contract’s value, dates, contracting party and, where applicable, procurement reference.
- Lot 2: The bidder must have properly completed at least one road and street maintenance contract during the same 36-month period, worth at least EUR 340,000 excluding VAT, and provide the corresponding contract details.
- For Lot 1, the bidder must have, or be able to use, the listed machinery and equipment: spreaders; machines for spreading liquid chlorides; machines with reversible city snowploughs and road-scarifying equipment; a motor grader weighing at least 16 tonnes; snow loaders; snow-haul trucks; equipment for snow and anti-slip treatment in areas at least 1.2 m wide; street sweepers with cable brushes; vacuum sweepers suitable for roads and pavements; machines for collecting street-cleaning debris in sub-zero temperatures during snow-free periods; a pressure-washing machine for streets; machines under 6 tonnes for cycle-path and pavement maintenance; and other equipment and personnel needed to provide the service. If the equipment is not owned by the bidder, provide an agreement confirming its availability.
- For Lot 2, the bidder must have, or be able to use, machines for snow and anti-slip treatment in areas at least 1.2 m wide, snow loaders capable of loading snow onto trucks, snow-haul trucks, vacuum sweepers suitable for pavements, and other equipment and personnel needed to provide the service. If the equipment is not owned by the bidder, provide an agreement confirming its availability.
- For Lot 1 and/or Lot 2, provide at least one project manager with at least a level 6 road engineer qualification, or equivalent, in road construction and maintenance, with competence in road maintenance and/or construction management. Provide the person’s name, qualification and the details of the supporting credential. The successful bidder must provide the project manager’s CV on request; foreign qualifications must be supported by evidence with an Estonian translation.
- For both lots, maintain a valid quality management system meeting at least ISO 9001, or equivalent, and a valid environmental management system meeting at least ISO 14001, or equivalent. On request, the successful bidder must provide certificates or equivalent evidence; if a system is uncertified, provide its internal description and the required confirmation from an independent auditor or accredited certifier.
- For both lots, have a site in Pärnu or within 10 km of the city, including a covered salt store, or be able to secure one. Submit the address or a written agreement for its use by 1 August 2026.
- Provide a valid waste management contract or preliminary agreement with a licensed waste handler for waste arising during the contract.
- From 2027, maintenance trucks, including snowploughs, spreaders and vacuum sweepers, must meet at least Euro 5 emissions requirements.
- Submit the price offer using the specified structure and the relevant price form for the lot. Confirm acceptance of the tender-document conditions and that the offer is unconditional and covers the requested items. Where equivalence is relied upon, explain it and provide supporting evidence. For a joint bid, provide the joint bidders’ power of attorney; where relying on another entity’s capacity, provide that entity’s consent and tender passport.
- By the start of contract performance, provide the known subcontractors’ names, contact details and information about their legal representatives. The bidder must also confirm that it will not use subcontractors or suppliers covered by the applicable EU sanctions for more than 10% of the contract value.
