Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or offences related to a terrorist act or terrorist activity, where such exclusion ground is relevant. If any exclusion ground applies, the bidder must provide the date of conviction, the reason, the convicted person and the duration of exclusion, and, where applicable, an explanation of self-cleaning measures. The tender documents also require confirmations on acceptance of the tender conditions, that conditional tenders are not allowed, that an excluded subcontractor will not be used, and, where relevant, a joint tender mandate and consent from another undertaking.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 1 road and street maintenance contract completed during the 36 months before the start of the procurement, with a value of at least EUR 1,200,000 excluding VAT. The bidder must submit the contract details in the ESPD, including the value, date of conclusion and the other contracting party. For this procurement, the bidder must also have the necessary tools, equipment and machines, or access to them: spreaders, machines for spreading liquid chlorides, vehicles with a reversible city plough, vehicles equipped for road edging, an autograder of at least 16 tonnes, snow loaders, snow transport dump trucks, and machines that can carry out snow and ice control in narrow conditions (at least 1.2 m wide). The tender documents also require compliance with the tender conditions and, where relevant, the submission of the required confirmations, consent forms and proof of equivalent compliance.
