Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder and the persons authorised to represent, control or make decisions for it must not be subject to mandatory exclusion grounds. These include convictions for participation in a criminal organisation, corruption or breach of integrity, fraud, terrorist offences, money laundering or terrorist financing, and illegal child labour or human trafficking. Exclusion also applies to specified offences involving the employment of foreign nationals without legal grounds or in breach of employment conditions, including payment below the statutory minimum wage; tax, payment or environmental-charge debts, and social security contribution debts; and circumstances in which awarding the contract would breach international or Estonian government sanctions. The bidder must confirm that these grounds do not apply. For a foreign company involved in the bid, documents confirming the absence of exclusion grounds for the company and relevant representatives must be submitted with the bid. The contracting authority may request further evidence if it cannot verify the information from public sources.

Qualification criteria and exclusion grounds

For Lots 1 and 2, the bidder’s net turnover over the last three financial years completed by the start of the procurement must total at least EUR 1,500,000 excluding VAT, with at least EUR 500,000 in each year. Supporting financial statements or other evidence may be required where the information cannot be verified from public sources. Joint bidders may rely on one another’s figures; reliance on another entity requires its signed commitment, confirmation that it accepts the reliance and will participate in contract performance, and confirmation of joint responsibility for proper performance. For Lots 1 and 2, the bidder must have properly performed at least one contract during the 36 months before the procurement began, providing conductor, insulator and/or tower replacement services on a line at least 10 km long and rated at 110 kV or higher. The contract value must be at least EUR 500,000 excluding VAT. The contract may have started earlier and need not have been completed, but at least EUR 500,000 of the relevant services must have been properly performed during that 36-month period. If bidding for both lots, the reference contracts used for qualification must be different. The bidder must provide the contract description, client name and contact details, contract dates and value; further evidence may be requested. For both lots, the bidder must have the specified equipment available throughout the framework agreement, including any extensions: two high-mobility 4×4 trucks for line maintenance and readiness; all-terrain lifts with minimum lifting heights of 26 m and 35 m for line maintenance and readiness, and lifts with those same minimum heights for conductor, OPGW and insulator installation; an ATV or small tracked machine and a high-mobility 4×4 truck for emergency restoration using a temporary bypass line; a towing platform for tower installation; a puller and a tensioner suitable for pulling or tensioning rope, optical ground wire, 110 kV conductor and 3 × 400 mm² conductor; and an ATV or small tracked machine for accessory installation. The bidder must identify each machine’s make, model/name/serial number, registration number and whether it is owned or otherwise available. Registration documents and written agreements securing use of equipment not owned by the bidder may be requested. Equipment may be shared only between different work types, and equipment offered for the two lots must not overlap. The bidder must submit the completed team CV form and confirm that the named personnel will perform the contract work. The specific personnel requirements are set out in the tender documents. The bidder must also confirm that it will have the SBB design program and other necessary design software and licences throughout the framework agreement, including any extensions. The bid must include a completed price table for each lot, with amounts in euros excluding VAT and no substantive changes to the prescribed form. A bid guarantee of EUR 30,000 is required for each lot bid for. It must be provided as a bank, financial institution or insurer guarantee valid for the 90-day bid validity period plus 30 days, or as proof of payment of the deposited amount. The bidder must provide representative authorisation where the bid submitter is not its statutory representative; joint bidders must appoint a representative and submit their authorisation and confirmation. The bidder must also sign a confidentiality agreement to obtain access to confidential tender documents. The supplied documents do not specify the award criteria.
