Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds applies to it. These include relevant convictions of the bidder or persons authorised to represent, manage or control it for participation in a criminal organisation, breaches of integrity, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; offences involving the illegal employment of foreign nationals or breaches of their employment conditions; illegal child labour or human trafficking; outstanding tax, social security contribution or environmental charge debts; and entering into the contract would breach an international or Estonian government sanction.
Qualification criteria and exclusion grounds
Within the five years preceding the simplified procurement procedure, the bidder must have carried out pre-warranty inspections of similar turbines in at least three wind farms, covering at least three turbines in each wind farm. At least one inspection must have involved Nordex turbines. The bidder must list the projects using Form 1, describing the work and inspected blade types, giving the project dates and client contact details.
The bidder must provide a list of the staff who will perform the work, with contact details for at least two people. For each, provide a valid certificate for working at height (GWO or IRATA) and evidence of training and competence in using and inspecting Hailo TOPlift L2 service lifts.
Submit the price and cost calculation using Form 2. If bidding as a consortium, appoint an authorised representative and include the consortium power of attorney. The offer must comply with the procurement documents; alternative, conditional and partial offers are not permitted.
