Cleaning and maintenance at reception areas and unauthorised parking sites in the Rouen Normandy metropolitan area

Summary

The tender covers cleaning and maintenance at seven reception areas for travelling communities in the Rouen Normandy metropolitan area, as well as at sites used for unauthorised parking. The work includes cleaning grounds and shared facilities, including toilets and showers where available; collecting and removing litter and bulky waste; putting out household waste bins before collection; periodic weeding; annual brush clearance; and handing sites back in a clean condition. A framework agreement will be awarded to one contractor for up to four years, with a maximum of EUR 90,000 excluding VAT per period and EUR 360,000 in total. Bids will be evaluated on price (60%), technical merit (30%) and environmental performance (10%). Bidders must provide an environmental memorandum and comply with the environmental and employment-integration conditions for contract performance. The submission deadline is 19 October 2026 at 16:00. Bids must be submitted electronically. A site visit is not compulsory.
