Selective paper and cardboard collection, transport and metal-container maintenance

Summary

The contract covers separate collection of paper and cardboard in the municipality of Molina de Segura and transport to an authorised waste manager, maintenance and replacement of metal containers, collection from street containers, businesses, public buildings and the Tuesday, Thursday and Saturday weekly markets, supply of paper-recycling boxes, and environmental education campaigns. The service includes routine collections and exceptional collections ordered by the municipality. The contract runs for 12 months and may be extended three times for 12 months each. It is not divided into lots or reserved for work-integration undertakings or social-initiative special employment centres. No transfer of existing employees is required. The contractor must provide an integrated service with the required teams, vehicles and collection schedules, ensure waste traceability, operate an online service-management platform and carry out at least one environmental awareness campaign each year. The bid must include a technical plan of no more than 20 pages, the pricing template, the necessary waste transport and management permits, and evidence of financial and technical capacity. During performance, wages must be paid on time and contract income and profits must be properly declared for tax purposes. The notice specifies a bid price of EUR 0: the service is at no cost to the municipality, and the contractor receives ownership of the collected paper and cardboard and any income from its management. Price carries up to 70 points; additional points are available for installing fill-level sensors, using vehicles with environmental classifications, and operating a processing facility within 20 km. The technical plan is worth up to 10 points. Before contract award, the successful bidder must provide evidence of insurance cover of at least EUR 300,000 and a performance guarantee equal to 5% of the final bid price excluding VAT; no tender guarantee is required.
