Maintenance and desilting of stormwater retention basins in the Rouen Normandy metropolitan area

Summary

The procurement covers maintenance and desilting of stormwater retention basins across the Rouen Normandy metropolitan area. The work will mainly concern stormwater and road basins; it may also include roadside stormwater swales and, exceptionally, river desilting. This is a single-operator framework agreement lasting up to six years, comprising six consecutive one-year periods. Each period has a minimum value of EUR 100,000 and a maximum value of EUR 600,000 excluding VAT; the overall maximum across all periods is EUR 3,600,000 excluding VAT. The estimated annual value is EUR 271,695.60 excluding VAT. The deadline for submission is 19 October 2026 at 16:00. Tenders will be evaluated on price (50%), technical merit (40%) and environmental merit (10%). Bidders must provide an environmental statement and comply with the social and environmental contract-performance conditions. A site visit is optional and must be requested at least five calendar days in advance; each bidder may attend only one visit, and questions will not be answered on site.
