Legionellosis prevention and control maintenance service for Segovia Provincial Council facilities
Summary
The Segovia Provincial Council is procuring a maintenance service to prevent and control legionellosis at its facilities. The work covers maintenance of systems that may spread Legionella, including cold and hot water systems, fire-fighting water systems, ornamental fountains and urban sprinkler irrigation systems. The contractor must prepare and implement a Legionella Prevention and Control Plan at every covered site and, where required by risk assessment or legislation, a Legionella Health Plan. The service includes scheduled technical maintenance and inspections, cleaning and disinfection (at least once a year at each site), shock treatment when necessary, and water sampling and Legionella testing by a properly accredited laboratory. The work must comply, among other rules, with Royal Decree 487/2022 and standard UNE 100030:2023. The contract covers various council buildings and facilities, including the Provincial Palace, La Fuencisla, Juan Pablo II and La Alameda residential centres, Juan Bravo Theatre, Los Juncos centre, VICAM, machinery depots and workshops, facilities in Sepúlveda and Cuellar, and the Boceguillas and Palazuelos fire stations. The initial term is two years, with annual extensions possible up to a total of four years. The estimated value is €19,787 excluding VAT (€23,942.27 including 21% VAT); bids above the maximum budget will be rejected. Price is the sole award criterion and carries up to 100 points. Bidders must submit both a price offer and a technical proposal and meet the qualification, staffing and documentation requirements. The successful contractor must provide at least five hours of environmentally sustainable maintenance training.
