Removal and treatment of shredded plastic from the El Majano Environmental Complex

Summary

Gesplan is procuring the removal of stored shredded non-hazardous plastic (waste code 20 01 39) from the El Majano Environmental Complex on the island of El Hierro, its inter-island transport and, if required, transport to mainland Spain, and delivery to an authorized operator for treatment and recovery. The estimated quantity is 52.32 tonnes. The work includes loading with the contractor’s own equipment, providing suitable transport and an empty replacement container for each full unit removed, and documenting the waste’s final treatment. Collections must be arranged in advance and carried out on weekdays between 08:00 and 14:00 without disrupting the facility’s normal operation. Bidders must be authorized to manage and transport the waste and provide, among other items, an authorization for non-hazardous waste management and proof of carrier registration, both covering waste code 20 01 39; a treatment contract with the final operator; a waste identification document; and a list of vehicles with technical documents. Evidence of economic, financial or technical capacity and formal supplier classification is not required. The price offer must separately state inter-island transport, transport from the Canary Islands to mainland Spain if needed, and removal, treatment and recovery. The unit price must not exceed €860 per tonne excluding the Canary Islands indirect tax (IGIC). The contract ceiling is €44,995.20 excluding IGIC and €48,144.86 including 7% IGIC. Payment is for services actually delivered. The contract runs from signature until 28 December 2026 or exhaustion of the budget ceiling, whichever occurs first. The ordinary deadline for removing all the waste is 21 December 2026. Bidders may commit to start removal within five calendar days of contract signature and finish by 10 December 2026 (40 award points), or to finish removal by that date (15 points). Final-treatment documents must be submitted within seven calendar days after all waste has been removed. The 100 award points are allocated to price (55), removal timetable (40) and EURO VI compliance of all vehicles assigned to the contract (5). Bids must be submitted electronically; only one bid is allowed and alternatives are not accepted.
