Artificial intelligence services for the S-MADRI+D system

Summary

The contract covers the configuration, integration and operation of artificial intelligence services for the S-MADRI+D system. These services support applicants and evaluation committees handling six-year research assessment periods, but AI must not make evaluation decisions. Applicant-facing support includes extracting information to pre-fill forms, checking DOIs, suggesting improvements to narrative text, checking dataset FAIR principles and URLs, extracting CV information and flagging duplicate entries. Committee support includes neutral dossier summaries, alerts about data inconsistencies, checks of the form and completeness of assessment reports, and workload analytics. The contract also requires checking the evidence documents for each application period and providing a web interface where the Foundation’s authorised staff can review the results and make the final human decision. The bidder must use its own developed and owned, operational AI-agent platform and demonstrate production use, relevant experience, financial capacity, professional indemnity insurance of at least €500,000, compliance with Spain’s High-category National Security Framework (ENS), and the required team expertise. The contract budget is €65,000 excluding VAT; the Foundation pays AI-model consumption charges separately. The delivery period is five months, with the document-verification block due within the first two months. The platform-use licence and support continue for 12 months. Offers are assessed on price, the technical solution, a timed platform test and technical improvements offered at no extra cost; the test takes one hour and minimum scoring thresholds apply to parts of the technical assessment.
