Archiving and digitisation of Geological Fund documents and development of electronic services

Summary

The procurement has two parts. Part 1 covers the arrangement and digitisation of geological archive documents designated for permanent preservation. Tasks include creating files, numbering pages, describing records, placing them in archival boxes, and preparing historical certificates and inspection records. The estimated quantities include data entry for 60,000 files, digitisation of 4.8 million A4–A3 pages and 1.2 million A2–A0 pages, and the supply of CD and USB media. These are estimated quantities: services will be ordered as needed at the tendered unit rates. Part 2 covers analysis, design and implementation of a document management system, including internal and external portals, search, document viewing, electronic services and integrations, followed by acceptance testing. The system must support Lithuanian-language OCR, secure archival storage, personal-data redaction and standardised REST interfaces. It must be installed in the contracting authority’s test and production environments on infrastructure provided by the authority, and support at least 100 internal users. Internal authentication will connect to the GEOLIS solution, while external users will sign in through the VIISP solution used by the LGT e-services portal. Prices must be submitted separately for the two parts: unit rates for Part 1 and a fixed price for the system development work in Part 2. The tenderer must submit the required offer forms, specialist list and CVs, and a list of projects or contracts. For Part 1, the archiving project manager must have successfully completed at least one archiving-services contract during the preceding three years, valued at no less than EUR 75,000 excluding VAT. Part 2 requires specialists in nine specified roles; the known experience and certificate requirements are set out in the qualification field. The submission deadline is 22 September 2026 at 14:00.
