Toxicology testing and X-ray services to detect drug use

Summary

The tender is for an 18-month service contract for toxicology analyses and drug tests, as well as prescribed X-rays, at Huelva Prison. The aim is to detect drugs or psychoactive substances consumed by inmates or brought into the prison on paper or other materials, and to identify prohibited objects. Samples are collected and X-rays are performed on the prison premises. Testing uses biological samples, including urine, and saliva tests when required; on request, the contractor must also detect substances impregnated into materials. The tests must cover cannabis and synthetic cannabinoids, opiates (including fentanyl), cocaine metabolites, benzodiazepines, synthetic cathinones and stimulants, and hallucinogens. The service normally operates daily from 5:00 p.m. to 8:30 p.m., excluding weekends and public holidays; the prison may exceptionally request service outside those times. The contract runs for 18 months from 1 October 2026, or from a later contract-signing date, with no extension provided. The estimated value is EUR 59,000 excluding VAT, and the maximum budget is EUR 71,390 including 21% VAT. Price is the sole award criterion: the lowest compliant bid receives 100 points, with other bids scored using the stated proportional formula. Bids must be submitted electronically in a single envelope within 10 working days from the day after publication of the contract notice; the submission deadline is 2:00 p.m. on the final day. The bid must include the price offer, a responsible declaration and proof of a visit to the prison. If the bidder is not registered in the official bidders’ register, it must include proof of its registration application. Capacity evidence is waived at the bid-submission stage, but the successful bidder must provide evidence of the required registration, authorisations and resources.
