This is a service concession to operate the cafeteria and dining room at the Júcar River Basin Authority’s Valencia headquarters, with catering also required for events at other Authority premises in its service area when requested. The concessionaire will organise daily food service, purchase food and drinks, prepare menus, serve customers, and handle cleaning, waste management and staffing. The Authority will provide the cafeteria premises, existing equipment and basic utilities, including water, electricity, gas, heating and air conditioning. The operator bears the operational risk and receives its revenue from payments made by service users. The cafeteria must open at 7:30 a.m. Monday to Friday, closing at 5:00 p.m. Monday to Thursday and 4:00 p.m. on Fridays. Dining-room service runs from 1:30 p.m. to 4:00 p.m. Offerings include breakfast, at least ten varieties of filled sandwiches, full meals and half meals. Menus must include a vegetarian option, provide adapted meals for users with allergies or dietary needs, and be available for takeaway when ordered in advance. Meals must be varied and nutritionally balanced, with at least three first-course and three main-course options each week. Food must meet food-safety requirements; meat and fish portions must weigh at least 200 g, as must out-of-season frozen fruit and vegetables. Daily cleaning is required, together with a monthly deep clean and annual pest control and disinfection. The restricted procedure has two stages: candidate suitability is assessed first, and at least five and no more than 15 candidates are then invited to submit offers. The procurement is not divided into lots, so an offer must cover the entire service. Price accounts for up to 48 points; other automatically scored commitments account for 52 points in total: filtered water (15), 20% or 40% organic fruit and vegetables (5 or 10), service-quality commitments (up to 12), environmentally friendly cleaning products (5), and recyclable, environmentally friendly takeaway packaging (10). Prices are requested for breakfast, lunch, a smaller lunch, full and half menus, and their takeaway versions. The administrative conditions state an initial term of one year, extendable to a maximum total of two years, while the technical specification states 24 months with a possible further 24-month extension.
