Reading and review of automated transcripts of Aragon Parliament sessions
Summary
The contract covers the reading and review of automated transcripts of plenary and committee sessions of the Parliament of Aragon. The contractor must check the text against the recordings, correct spelling, punctuation, grammar and syntax, preserve the order of interventions and identify speakers accurately. Stylistic editing is not included. Work volumes will depend on parliamentary needs. The contractor must be able to review approximately 743 hours of recordings per year, although the contracting authority does not guarantee that this volume will regularly be ordered. Participation is reserved to social initiative special employment centres and social integration enterprises. The contract runs for one year from 15 November 2026 and may be extended by up to one year. Reviewed plenary transcripts are generally due within three working days and committee transcripts within two working days after notification of the request; transcripts of ministers’ committee appearances concerning the presentation of departmental budgets are due within 24 hours. Urgent work may temporarily suspend ordinary work. The maximum unit prices are EUR 44.61 per ordinary recording hour and EUR 66.91 per urgent recording hour, excluding VAT. Price accounts for up to 85 points, with additional points available for shorter delivery times. The bidder must meet the turnover and similar-services experience thresholds and provide sufficient staff for 2,409 working hours, equivalent to 131.93% of an annual full-time workload, as well as adequate computers, internet access and suitable software. The tender must be submitted electronically with the signed responsible declaration and unit prices. The successful bidder must protect the confidentiality of the transcripts, comply with data-protection requirements, correct deficient work at no extra charge and provide training initiatives for staff assigned to the contract.
