Maintenance of network and communications infrastructure, perimeter security and virtualization platform

Summary

The tender seeks a contractor to maintain SOLIMAT’s network and communications infrastructure, perimeter security and virtualization platform from 1 November 2026 to 31 March 2027. The work covers preventive, corrective and evolutionary maintenance of the LAN and Wi-Fi networks, firewalls and virtualization environment at the external Acens data centre. The contractor must provide continuous 24/7 monitoring, incident handling, configuration management, software and security updates, licence and manufacturer-support renewals, spare parts and temporary equipment replacements when needed. The contract also includes remote backup of approximately 30 TB with a minimum retention period of one year, together with updated inventories, technical documentation, monitoring reports and service reports. Service coverage includes SOLIMAT’s central offices, hospital, regional centres and the Acens data centre; the contract is not divided into lots. The estimated contract value is EUR 40,000 excluding VAT, and the maximum budget is EUR 48,400 including VAT. Offers are evaluated on price (50 points), the technical solution (25 points) and formula-based technical measures (25 points). Minimum service levels are a response time of 1 hour and resolution time of 12 hours for critical incidents; 3 and 24 hours respectively for non-critical incidents; and 8 and 24 hours for requests. Tenderers may score for offering faster service, quicker temporary replacement equipment, longer remote-backup retention and more frequent reports. Tenderers must demonstrate annual turnover of at least EUR 60,000 in one of the three most recently completed financial years and list comparable work from the last three years, with an accumulated value of at least EUR 28,000 in the year of greatest activity. The team must have experience or certifications in the required technologies, and the offer must describe staff roles, qualifications, commitment and technical escalation arrangements. At least 75% of staff assigned to the contract must have permanent employment contracts. ISO 27001 certification is advantageous but not mandatory.
