Supply, maintenance and renewal of the Microsoft Campus licence

Summary

The tender covers the renewal, supply, maintenance and updating of the University of León’s Microsoft Campus/EES licences through 30 October 2029. The supplier must manage licensing and billing with Microsoft and support the university in using and administering the licences. The licence package includes 2,100 Microsoft 365 A3 user licences for university staff, 13,000 free Office 365 A3 student licences, 10 Microsoft 365 A5 licences, 5 Microsoft 365 Copilot add-on licences, 8 SQL Server licences and 584 Windows Server licences. Each counted user may install Office 365 on up to five computers and five mobile devices or tablets. The offer must describe support and maintenance; the supplier must provide telephone and/or online support to resolve critical supply-related incidents as quickly as possible and enable activation and use of the latest available software versions at no additional cost. The offer must follow the Microsoft Campus/EES pricing programme for universities and include the free user benefits required under the agreement. Licence quantities may be adjusted during the contract, but increases may not exceed 20% of the annual fee. The budget is €401,688.30 excluding VAT and €486,042.84 including VAT; payment is made in three equal instalments at the start of each period. Price is the sole award criterion and is worth up to 100 points. Bidders must meet the turnover and previous supply experience requirements and hold Microsoft LSP qualified-partner status, Azure Expert MSP certification, and ISO 27001 and ISO 27701 certifications. Offers must be submitted electronically, and the successful bidder must provide a final guarantee of 5% of the contract award amount excluding VAT.
