Systems and production environment maintenance services for the Salary Guarantee Fund

Summary

This 22-month contract covers the administration, maintenance and support of the Salary Guarantee Fund’s (FOGASA) information systems and production environment. The work includes UNIX and Windows servers, web and application servers, databases, identity management, email, VMware virtualisation, backups, storage, document management, networks and monitoring, as well as support for the fund’s IT staff. The service provider must handle critical incidents around the clock and provide ordinary support and telephone assistance every day from 6:00 to 22:00. The estimated minimum annual workload is 1,800 hours for each of six team roles, or 10,800 hours in total. The contract price also includes 16 hours per month per profile for special work outside normal hours; unused hours accumulate until the contract ends. The contract runs for 22 months from 1 November 2026, or from the day after signature if later, and cannot be extended. The estimated value is €893,580.27 excluding VAT. The bidder must have annual turnover or income of at least €731,111.13 in one of the last three completed financial years and document at least €341,185.19 excluding VAT in annual V3-subgroup services in its year of greatest performance. Six specialist roles are required, with at least three years of relevant experience in their respective fields. Bids are assessed on price (42 points), team experience (18), the technical solution (30), service schedule (5) and service-transfer plan (5). Bids must be submitted electronically within 30 days of publication of the contract notice and include the required technical solution, schedule, transfer plan, price and team documents.
