Periodic inspection and verification of high-pressure CNG cylinders in vehicles
Summary
The tender covers periodic inspection and verification of high-pressure compressed natural gas (CNG) cylinders installed in buses operated by Madrid’s municipal transport company. Work must comply with applicable requirements, including UNE 26525:2007 and its 2009 amendment. The contractor must issue an inspection certificate for each bus containing the specified information; the certificate is a prerequisite for invoicing. EMT personnel will install and remove the equipment needed for inspection. The bidder’s unit price must include all other costs, and each call-out must cover at least three vehicles at a depot. Inspections take place at EMT’s four operations centres on working days between 07:00 and 18:00. EMT sets the inspection schedule and gives at least 10 calendar days’ notice. Following a collision, fire or similar incident, an extraordinary inspection must be provided within 24 hours. The contractor must first submit a quotation and obtain EMT’s express approval. The contract runs for 48 months from 26 April 2027, or from the later contract-signing date if applicable. The estimated annual inspection volumes for 2027–2031 are 473, 415, 257, 232 and 160 respectively, totalling 1,537 routine inspections. The maximum routine-inspection unit prices per bus, excluding VAT, are €116 in 2027, €119 in 2028, €123 in 2029, €127 in 2030 and €131 in 2031. A further €2,000 is allocated for additional inspections. The tender budget is €188,288 excluding VAT and €227,828.48 including VAT; the estimated contract value, including planned modifications, is €225,945.60 excluding VAT. Price is the sole award criterion. Bidders must demonstrate the required turnover, similar experience and professional accreditation, and submit the required declarations and price offer.
