Supply, installation, configuration and commissioning of a municipal public-address warning system for Benetússer

Summary

The municipality of Benetússer is procuring an autonomous outdoor public-address warning system for the population. The contract covers 15 radio-controlled loudspeaker points powered by solar energy and lithium batteries, a control centre, a UHF transmission antenna and an analogue microphone console, together with all necessary installation, configuration, testing and commissioning. The system must broadcast live or pre-recorded messages across the municipality or in selected zones and remain operational during power cuts and telecommunications disruptions. The delivery and implementation period is two months from contract signature. Bidders must submit a technical solution designed specifically for Benetússer, an acoustic coverage map, the required equipment data sheets and evidence of capacity and experience. The estimated contract value is €64,825 excluding VAT; the budget including 21% VAT is €78,438.25. Evaluation awards up to 50 points for the lowest price, up to 20 points for additional loudspeaker points (2 points per additional point, up to 10) and up to 30 points for additional warranty years including preventive maintenance (6 points per year, up to 5 years). The contract includes a minimum two-year warranty and maintenance, as well as training for municipal staff. The core contract work may not be subcontracted.
