Supply of mobility data for a cruise visitor study in Palma and Mallorca
Summary
The contract is for the supply of mobility data from mobile-phone sources or technically equivalent sources to study the presence and spatial and intra-day distribution of cruise visitors in Palma and across Mallorca, and to compare their share with all tourists present in each area and time period. The study covers February, July and October 2025, on days in each month when a cruise ship called at Palma. The data must distinguish visitor types, including at least cruise passengers, other tourists and day visitors. Deliverables are structured data files and an analytical report, with results broken down by day, month, day of the week and time slot; geographic reporting should be by census section in Palma where feasible, by census district where record volumes are insufficient, and by municipality elsewhere on Mallorca. Results must count unique people, be irreversibly anonymised at source, and include documented methodology and traceability of geographic aggregation. The contract runs from signature until 31 December 2027; the maximum delivery period is six months, and the minimum period permitted in an offer is four months. The budget is €40,000 excluding VAT and €48,400 including VAT. Bidders must commit to assigning a technical lead with mobility data analytics experience and a data protection officer.
