Dynamic purchasing system for installation maintenance services

Summary

A four-year dynamic purchasing system is being established to procure maintenance services for facilities managed by units under the Spanish Ministry of Defence’s Air and Space Force at Getafe Air Base. It covers legally required inspections and maintenance as well as preventive maintenance; the exact work and conditions for each facility will be set out in later individual competitions. Corrective repairs may also be commissioned when needed: the contractor must diagnose the fault and submit a detailed repair estimate, but the contracting unit is not obliged to approve it. Examples include heating, cooling, electrical, fire-safety, gas, lift and other building systems, as well as preventive work on roofs, doors, water and drainage systems. Individual contracts will serve units in Madrid, Toledo and Segovia. The estimated total value is €1,000,000 excluding VAT, and admission to the system does not guarantee any contract. Applicants must demonstrate relevant annual turnover of at least €40,000 and an annual reference volume of comparable maintenance services of at least €28,000; they must also commit to providing personnel with suitable qualifications and experience. Following admission, a general guarantee capped at €2,000 must be lodged. Each competition will specify the exact work, schedule, award criteria and any additional competence requirements; bids are submitted electronically.
