Renewal of Atlassian software licences

Summary

The tender covers the renewal of Universitat de València’s Atlassian cloud software subscriptions for 14 December 2026 to 13 December 2027, with no option to extend, together with 40 hours of consultancy and technical support. The subscriptions comprise Jira Software Standard (Academic) for 400 users per year, Confluence Standard for 300 users, Bitbucket Cloud Premium (Academic) for 100 users, and the Confluence content-formatting macros add-on for 300 users. Service continuity must be maintained. Support is available by telephone, email or web; response times during working hours are up to 2 hours for critical incidents, 8 hours for major incidents and 24 hours for minor incidents. Consumed support hours are invoiced quarterly with a report of the work performed; licences are paid for at the start of the contract. The maximum budget is EUR 50,367.46 including VAT (EUR 41,626 excluding VAT). Price is the sole award criterion. The contract is not divided into lots. Bidders are exempt from demonstrating economic or technical/professional capacity. However, the required register entry and Atlassian Gold Solution Partner status are required; the winner must provide a medium-category national security compliance certificate before contract signature. The bid must include the required responsible declaration, price offer and technical offer demonstrating compliance with the specifications. During the contract, documents and work products must preferably be submitted electronically; any paper used must meet the specified recycled or ecological paper requirements.
