Summary

The contract covers the supply and associated services for an integrated SaaS human-resources management system for the Provincial Council of León and its dependent entities. The system must handle personnel records and contracts, the full payroll cycle, time and attendance, an employee portal, budget planning and HR reporting, and integrate with accounting and other public-sector systems. The contractor will provide licences for up to 30 administrative users and approximately 1,600 employees, time-recording terminals (including wired and 4G/Wi-Fi devices), data migration, implementation, customisation and integrations, as well as training, support and maintenance. The initial contract term is three years, with implementation in stages and the full solution due to be operational within 12 months. It may be extended twice, for one year each time. The tender budget is EUR 476,612 excluding VAT and EUR 576,700.52 including VAT; the estimated total value, including extensions and planned modifications, is EUR 795,447.80. Bidders must demonstrate the required economic and technical capacity, provide a project director with at least five years of relevant experience and at least three team members each with at least three years of relevant experience. The solution must have ENS category MEDIUM or higher certification by the tender submission deadline. The bid must include both a qualitative technical memorandum and documents for the price and automatically assessed criteria. Price is one of several award criteria: it is worth up to 25 points and technical solution quality up to 47 points; other automatically assessed features are also considered.
