Christmas illuminated tunnel and decorative lighting services in Andújar 2026/2027

Summary

The contract covers the rental, installation, maintenance and dismantling of Christmas lighting on selected streets and squares in Andújar for the 2026/2027 festive season. The work includes a large illuminated tunnel in Plaza de la Constitución and decorative lighting elsewhere in the town. The pricing schedule lists 74 illuminated arches, 16 lantern motifs, one illuminated tunnel and one illuminated sign. The service also includes transport, installation, maintenance and fault repairs. Installation is planned to start on 1 November 2026; the official switch-on is currently planned for 27 November, and dismantling is to begin after the Christmas festivities, from 7 January 2027. The contract lasts three months. The estimated value is EUR 49,170 excluding VAT and the tender budget is EUR 59,495.70 including VAT. Bidders must submit a price offer, a signed responsible declaration and a technical description covering all proposed lighting elements and identifying them for each location. Technical data sheets and sufficiently clear images, designs, renders, photomontages or layout plans are required. Bidders may offer improvements to lighting and service quality, which must be supported by evidence. The award criteria are price (45 points), technical quality of the lighting equipment (up to 35 points), service-quality improvements (15 points) and response time for critical faults (5 points). The proposed response time for a critical fault must be between 30 and 120 minutes; the maximum contractual response times are 120 minutes for critical faults, 180 minutes for urgent faults and five hours for ordinary faults. A workflow diagram must show the process from receiving a fault notification through to starting the repair. Bidders must confirm that they are legally entitled to carry out the activity, have the required economic and technical capacity, and are not subject to a prohibition on contracting. The documents describe, among other conditions, civil liability insurance of at least EUR 60,000 and experience with similar services during the previous three years; however, bidders are exempt from providing evidence of financial and technical capacity at the tender stage under this reduced simplified procedure. The bidder ranked first must submit the requested supporting documents within seven working days of being asked to do so.
