Temporary Operation of the Bar for Villa del Río’s Christmas Festivities
Summary
The tender grants one temporary licence to operate the bar in Villa del Río’s municipal pavilion during the 2026 Christmas festivities, expected to run from 1 December 2026 to 12 January 2027. The licence will be awarded through an ascending oral auction. The starting fee is EUR 4,000 plus 21% VAT (EUR 4,840 including VAT), and bids must meet or exceed that amount. The successful bidder must pay the amount offered before the licence is granted and provide a final guarantee of 5% of the award amount. The price of the chocolate-and-snack menu is EUR 12 including VAT. The operator must run the bar and catering service and keep the pavilion, kitchen, toilets, bar and tables clean and hygienic. The operator must install heating throughout the pavilion, provide the equipment needed for the activity, and display a price list approved by the contracting authority; prices for drinks, meals and dinners must be affordable. Private security must be provided on Christmas Eve and New Year’s Eve. For Christmas Eve, the operator must arrange a performer of its choice and the sound equipment. Tickets may be sold up to the venue’s capacity of 1,099 people, at no more than EUR 5 each. The municipality will arrange the performer and sound equipment for New Year’s Eve. If rain is forecast or occurs, the pavilion must be made available to the municipality on 5 January for the children’s gift-giving event. At the end of the licence period, the operator must remove the installation and leave the site clean. Bids must be submitted electronically and digitally signed within 10 working days starting the day after publication of the contract notice. Applicants must submit administrative documents, including a responsible declaration, and a separate financial offer. Eligible applicants are individuals and legal entities with full legal capacity, no applicable contracting prohibition, and any authorisation required for the activity. Registration under the relevant economic-activity tax heading and a food-handler certificate are required. Before the licence is granted, the preferred bidder must provide public-liability insurance of at least EUR 300,000, prior notification of commencement of the activity and registration in the Andalusian food-business register, and other required health documents. They must also prove payment of the award amount and provide the required tax and social-security certificates.
