Comprehensive maintenance of shipboard air-conditioning systems in three lots

Summary

The framework agreement is divided into three lots for the maintenance and repair of air-conditioning systems on ships of the Cádiz Arsenal and ships transiting from other naval arsenals, including the supply of required materials. The lots cover: (1) the landing ships “Castilla” and “Galicia” and the aircraft carrier “Juan Carlos I”; (2) FFG frigates; and (3) other ships. Bidders may tender for all three lots, but normally one bidder may be awarded no more than two. If only one bidder meets the requirements, all three lots may be awarded to that bidder. The initial framework budget is €1,250,000 and the estimated value, including a possible extension, is €2,500,000. The lot budgets are €525,000, €525,000 and €200,000 respectively. The agreement runs for up to two years or until the available funds are exhausted and may be extended once on the same terms; the total term is up to four years. Work is performed on Navy ships supported by the Cádiz Arsenal and on ships transiting from other arsenals. Bidders must demonstrate the required turnover and comparable maintenance and supply experience on ships, and hold authorisations for handling fluorinated gases and operating as a Level II refrigeration company. The bid must include the required declarations and price offer. Evaluation considers labour and materials prices, discounts on tariffed work and waste management, warranty periods, response times for urgent repair calls and crane-service prices. The successful bidder must provide a final guarantee of 5% and third-party liability insurance of at least €300,000. Detailed technical work requirements are set out in the tender documents.
