Maintenance of quay fenders and auxiliary equipment

Summary

The contract covers maintenance and repair work on fixed and mobile quay fenders and auxiliary equipment serving naval units in and around Ferrol. Work will be ordered as needed during the contract and may include materials, depending on the specific request. It is a single-lot mixed contract comprising 75.61% services and 24.39% supplies. Work will take place at the Ferrol Arsenal, the La Graña naval facility and the Naval Military School in Marín. The contract runs until November 2027 or until its budget is exhausted; no extension is provided. The maximum contract budget is €99,999.98 including 21% VAT, or €82,644.61 excluding VAT. Offers are assessed on price (up to 80 points) and service quality (up to 20 points). Bidders must quote separately for materials, labour and rental, without exceeding the applicable tender price ceilings. The standard response time for inspections, quotations and fault repairs for normal-priority requests is 24 hours; reducing it to 18, 15 or 12 hours earns 5, 10 or 20 points respectively. Bidders must demonstrate annual turnover of at least €99,999.98 in the best of the last three available financial years and relevant experience: the accumulated annual value of similar work in the busiest year must be at least €57,851.23 excluding VAT, based on the last three years. Bidders must be registered in the relevant official register unless registration would restrict competition. The successful bidder must provide civil-liability insurance of at least €300,000, a 5% definitive guarantee and, where a bid is initially presumed abnormally low, an additional 5% guarantee. Up to 40% of the contract may be subcontracted, but inspections and the core maintenance work must be performed by the main contractor.
