Technical assistance to design a drug-treatment services system in Uruguay’s penal execution system
Summary
The tender is for a 13-month technical consultancy to design and strengthen an integrated system for addressing problematic drug use within Uruguay’s penal execution system. The work covers three service models: an intensive residential programme for women in prison, an intensive outpatient service for women and men serving non-custodial alternatives to prison, and a peer-support service for women and men both in custody and in the community. The budget is EUR 39,100 excluding VAT and EUR 47,311 including VAT; the estimated total contract value is EUR 51,110. Tenderers must submit one of the specified sets of administrative declarations and the formula-based offer form. Price is worth up to 40 points, while the consultant’s additional experience in three areas is worth up to 60 points in total.
