Supply, implementation, data migration and maintenance of a cemetery management application

Summary

The tender is for the supply and use, as a hosted SaaS service, of a standard market-available application for managing the municipal cemetery of La Vall d’Uixó. The contractor must configure the solution, migrate the digital data and documents supplied by the municipality, set up an interactive cemetery map, train municipal staff, and provide hosting, maintenance, updates, support, backups, security and complete data handover at the end of the contract. The application must manage burial units, deceased persons, burial rights and cemetery operations, and provide a public portal through which citizens can search for a deceased person’s location. Bespoke software development, mass digitisation of paper records and physical inventory work are outside the scope. The initial term is 25 months: implementation is planned for November 2026, followed by SaaS service from 1 December 2026 to 30 November 2028. The solution must be operational by 1 December 2026. One 23-month extension is possible, giving a maximum contract term of 48 months. The estimated budget for the initial term is €3,704.18 excluding VAT, or €4,482.06 including VAT; the estimated total contract value including the extension is €6,173.63 excluding VAT. Bidders must submit a technical compliance description, the required declarations and a priced offer. Economic, financial and technical or professional capacity does not have to be evidenced. Price is worth up to 70 points, service-level improvements up to 20 points and additional training up to 10 points. The technical specification requires at least four hours of initial training; bidders may offer 12, 16 or 20 hours in total. The team must include at least one project coordinator employed by the company and one functional consultant familiar with the offered solution. The supplier must also have software development specialists and a suitably resourced user-support service. The contractor must comply with data protection, accessibility, information-security and environmental conditions and submit periodic reports on compliance.
